IIRC, BlurShaderHDR isn't used by and large, because the HDR settings for exteriors are weather-dependent and stored in the weather entries in masters and plugins.

I'm pretty sure this is true.

Most of those settings are re-set by the individual weather types.

The trick is finding a weather mod that fits your tastes, currently I really like Enhanced Weather.

But one way or another HDR in Oblivion is going to be a bit overdone, no way around it... it's just the shader they use.

But I still prefer it to Bloom.

Testing those settings, I agree. They can get over ridden by weather.
